L.R. 1021, Section 6 is a complex interstate highway known locally as the North Hills Expressway or the Parkway North. The highway traverses a narrow valley that has a major stream and unstable geological formations. W.E.C. Engineers, Inc. was able to relocate the highway to significantly reduce costs while minimizing environmental impacts. W.E.C. completed the final design, construction plans and contract bid documents for L.R. 1021, a limited access highway with a mainline length of five miles.
The project included a full interchange, four sets of twin structures for the over-passing of local roads and six major drainage structures. The project also included two miles of channel relocations and construction of approximately 1,640 feet of retaining walls.
The completion of this project required W.E.C. to develop the following plans:

Highway Construction
Bridge
Right-of-Way
Traffic Signalization, Contour Grading and Drainage
Utility Relocation
Lighting
Sign and Sign Lighting
Maintenance and Protection of Traffic
Landscape Planting
Roadside Development
Pavement Marking and Delineation
