Company Profile

Westmoreland Engineering Company began in the late 1940s as a civil engineering firm founded by two professional engineering partners: Frank G. Sciullo and Gerald T. Vitale, Sr.

Mr. Vitale served in the armed forces during World War II as a commissioned officer in the Third Army commanded by General Patton.  His chief duties were to design temporary structures to replace bombed bridges, to rehabilitate roadways, and to construct emergency landing fields in Europe.  After the war, Mr. Vitale used his engineering skills to design new streets, sewer system, water systems and buildings that had been damaged during the war.

Upon returning from the service, Mr. Vitale became the chief engineer for the City of Monessen, Pennsylvania.  He later co-founded Sciullo & Vitale, Engineers and Surveyors, where he served as chief engineer and construction superintendent.  The name, Westmoreland Engineering Company was registered in 1954 and the company was later incorporated in 1957.

Under Mr. Vitale's leadership in 1969, the company became a Division of U.S. Industries, Inc. In 1976 Mr. Vitale and his son, Anthony, purchased the company.  In 1992, they changed the name to W.E.C. Engineers, Inc.  Anthony Vitale, P.E. is Chief Executive Officer and Anthony G. Vitale is President.

During the 1990's, W.E.C. placed increased emphasis and resources into Geographic Information System (GIS) and information technology (IT).  This enabled the company to gain extensive experience in the areas of spatial information management, customized object oriented database programming, and Executive Information System design and implementation.  The specialized performance of IT services fostered the development of several business partnerships to sell and service software and hardware.  The experience gained from IT side of the business combined with the traditional Civil Engineering practice led to the creation of the WEC3D Division of the Company.   At the same time, the company continues to develop its core business practice of providing civil engineering services to both government agencies and private companies.
