Anthony G. Vitale, B.S.C.E. – President

Mr. Vitale is President of W.E.C. Engineers, Inc. He oversees day-to-day operations for all aspects of the company’s production and workload. He also has helped implement the company’s quality assurance (QA) and quality control (QC) philosophies along with maintaining relationships that he has nurtured in a variety of disciplines that the companies utilize on a day-to-day basis. Additionally, Tony performs several aspects of the design on our larger projects.

Robert A. Nedzesky, P.E. – Chief Engineer

Mr. Nedzesky is a registered professional engineer in the Commonwealth of Pennsylvania with over 40 years of professional experience in civil engineering. He also is registered as a professional engineer, but with inactive status, in the States of Ohio and West Virginia and the Commonwealth of Virginia.  Mr. Nedzesky has been employed by WEC for 32 years and has been WEC’s Chief Engineer since 2006.  Mr. Nedzesky is WEC's responsible engineer for the City of Monessen, Westmoreland County, PA. He was also WEC’s representative as Engineer for the Borough of Franklin Park, Allegheny County, PA from 2001 through 2010.  Bob’s areas of design and construction expertise include roadway, land development, subdivision, hydrologic and hydraulic, sanitary sewer, storm sewer, stormwater management, soil erosion and sediment pollution control, traffic issues, quality control and quality assurance, construction management, construction observation, project management, and coordination with various agencies including the County Conservation District, the Pennsylvania environmental agencies, and the Pennsylvania Investment Authority (PennVest). Bob has successfully completed projects for the Allegheny County Department of Public Works (ACDPW), the Allegheny County Airport Authority (ACAA), the Pennsylvania Department of Transportation (PennDOT), the Pennsylvania Turnpike Commission (PTC), the Ohio Department of Transportation (ODOT), the Ohio Turnpike Commission (OTC), the West Virginia Department of Highways (WVDOH), and the National Passenger Railroad Corporation (Amtrak).

William A. Armstrong, P.E. – Chief Structural Engineer

Mr. Armstrong is a project manager and the chief structural engineer for WEC with 30 years of experience. His duties and responsibilities includes project management, structural designs, developing cost estimates, structural inspections and bidding design build projects. Bill is also responsible for review of all bridge rehabilitation and replacement projects from type, size and location (TS&L) to final plans, specifications and estimate (PS&E). Bill is also a registered professional engineer in the Commonwealth of Pennsylvania and has been with WEC for over 25 years. Bill has successfully completed bridge replacement and rehabilitation projects for the ACPWD, the Montour Trail Council, PennDOT, the PTC, and the WVDOH.  

John C. Wood, Jr., P.E. – Senior Civil Engineer

Mr. Wood is a registered professional engineer in the Commonwealth of Pennsylvania and the State of Delaware with 29 years of professional experience in civil engineering.  Mr. Wood has been employed by WEC for 18 years and his areas of expertise include field monitoring, hydrologic and hydraulic analysis, land development, roadway design, storm water management, storm sewer system design, sanitary sewer system design, soil erosion and sediment pollution control plan design, permitting, and traffic control plan design. John assisted with designs for municipal specialty projects, and review of applications and plans for both the City of Monessen and the Borough of Franklin Park.

Gary B. O’Melia, P.E. – Structural Engineer

Mr. O'Melia has 21 years of design experience involving roadway, bridges, related structures and utility coordination. Projects typically involved preparation of TS&L, foundation submissions, preliminary and final bridge designs, bridge rehabilitation designs, bridge inspections, bridge ratings, utility relocation and coordination, shop drawing review, hydraulic analysis, sign structures, retaining walls and substructure designs. Mr. O'Melia has served as project or design engineer on various projects involving single and multi-span bridges with pre-stressed concrete or steel beam superstructures, wood deck superstructures and precast or cast-in-place concrete culverts.  Gary has review over 150 bridge erection plans for PennDOT’s Public Private Partnership (PP3) Bridge Replacement Project. Gary also has 15 years of experience on projects involving piping systems and support structures for electrical power and chemical industry. Gary is also a registered professional engineer in the Commonwealth of Pennsylvania.

John M. Casagranda - Environmental Specialist

Mr. Casagranda has 20 years' experience in the environmental and engineering industry, working with both public and private sector clients.  His primary responsibilities as an Environmental Specialist include roadway drainage design and layout, oil and gas related activities, stormwater design, environmental permitting and preparation of erosion and sedimentation plans.  Mr. Casagranda has developed a close relationship with the local regulatory agencies over the years and has gotten approvals for numerous NPDES Permits, Chapter 105 Permits and Chapter 102 Permits.  Mr. Casagranda also has experience in the preparation of Phase I Environmental Site Assessments, performing wetland delineations as well as Categorical Exclusions for various roadway and bridge projects.

Adam D. Polachek, B.S.C.E. – Designer

Mr. Polachek has over 12 years of infrastructure and roadway design experience. His primary responsibilities include computer aided drafting and design (CADD) of highway and roadway projects including horizontal and vertical alignments, and final plan preparation in accordance with PennDOT standards.  Design is performed using GEOPAK/InRoads and/or AutoCad Civil 3D. Adam assisted with the design and performed inspections for the City of Monessen’s Grand Boulevard Sanitary Sewer Replacement Project, as well as preparing and overseeing yearly roadway rehabilitations, park improvements, inlet replacements and building demolitions for the City.

Matthew P. Savitz, B.S.M.E. - Designer

​Mr. Savitz has 9 years of experience with WEC. His primary responsibilities include computer aided drafting and design (CADD) for bridge and highway projects using GEOPAK and/or AutoCad Civil 3D.
